The Municipality of Highlands East is currently seeking a full-time Assistant Environmental Operator to fill a vacancy in the Environmental Department.
Reporting to the Environmental Supervisor, the successful candidate will be responsible for the operation and maintenance of the Municipal water and wastewater facilities, including treatment, distribution and collection systems. Duties will include Operator-in-charge (OIC) designation in accordance with all relevant Municipal, Provincial, and Federal legislation, standards and policies, and perform on-call duties, as required, on a rotational basis.

This position is for 40 hours per week, Monday to Friday (7:00 a.m. to 3:30 p.m.) and has a $31.19 per hour rate of pay as per CUPE Local 4416 Collective Agreement.

Primary Function

Responsible for the daily operation and maintenance of all Municipal water and wastewater facilities, including treatment, distribution and collection systems. As an Environmental Operator duties will also include Operator-in-charge (OIC) designation in accordance with all relevant Municipal, Provincial, and Federal legislation, standards and policies. Perform on-call duties, as required, on a rotational basis.

Responsibilities
|
- Perform checks at water and wastewater treatment facilities including monitoring trending, checking pumps and equipment, testing alarms and backup power systems, and other maintenance of systems as required.
- Respond to alarms and after-hours calls, while on-call, including diagnosing issues and fixing various process equipment such as chemical pumps and injectors.
- Maintain accurate records of operational data and other relevant information for all water and wastewater systems through the use of logbooks, work orders and facility specific data collection sheets.
- Collect water and wastewater samples in accordance with system-specific sampling schedules and accurately completing corresponding Chains of Custody.
- Calibrate monitoring equipment, conduct in house chlorine residual and turbidity testing.
- Respond to enquiries and investigate complaints from the public pertaining to municipal water and sewer matters.
- Assume OIC responsibilities for all systems including operating processes safely and in accordance with applicable manuals and legislation, through setting operational parameters and making adjustments as needed.
- May perform other duties as assigned.

Skills
|
- Strong working knowledge of the Clean Water Act, Safe Drinking Water Act, OWRA and EPA.
- Knowledge of Ontario Waste Management Regulations (Reg 347) as it pertains to septage receiving operations.
- Thorough knowledge of water/wastewater treatment operations and compliance.
- Knowledge of Ontario Occupational Health & Safety Act & Regulations.
- Standard First Aid (considered and asset).
- Strong record keeping skills.
- Strong oral and written communications skills.
- Establish and maintain respectful and effective working relationships with others.
- Ability to maintain attention to detail.
- Sound mechanical ability.

Education
|
- Post-Secondary Diploma, such as Environmental Technician, or equivalent combination of education/work experience.
- Minimum Operator-in-Training (OIT) certification in all four disciplines.
- Preference will be given to individuals with a Class I or higher Water/Wastewater Operator Designation in all four disciplines (Water Treatment, Water Distribution, Wastewater Treatment, Wastewater Collection.
- Valid Class G driver’s license.

Working Conditions
|
- Frequent field work that includes physical demands i.e. equipment repairs, system inspections, system and distribution repairs, etc.
- Frequent short to intermediate periods of focused concentration working with water and waste water equipment and other forms of technology.
- May be exposed to severe weather conditions.
- Physical requirements include: sitting for long periods of time with occasional standing, walking and bending. Occasional lifting of up to 100 pounds with assistance. Getting in and out of cab of vehicle.
- Proper PPE is provided and must be worn at all times.
- Normal working hours are 40 hours per week, with required on-call hours as well as emergency responses. Available for "call out" duties, emergency responses, weekend work and/or overtime as required/assigned. Work frequently with appropriate water and waste water equipment hazardous products, and around other utilities (hydro, gas, telecommunications, etc.).
