The Municipality of Highlands East is currently seeking a part-time, Short-Term Rental (STR) Licensing Clerk/Enforcement Officer
for the Building/By-law Department. This position is for up to 30 hours/week, varied days of the week (weekend work may be required) and has a current rate of pay of $30.13 per hour as per CUPE Local 4416 Collective Agreement.
Overview
Under the supervision of the Chief Building Official/Enforcement Officer, this position performs the administrative licensing duties for the Municipalities Short-Term Rental licensing program. This position also aids, investigates and enforces the provisions of all By-laws of the Municipality as well as other applicable law.
Preference will be given to candidates who have:
- Completion of secondary education plus up to two (2) years of Community College in the field of law enforcement or a relevant field such as Public Administration, Business Administration, Office Legal Administration or similar.
- Municipal Law Enforcement work experience or related enforcement experience would be an asset.
- Proficiency in computer applications (including but not limited to Word, Excel, Outlook, Power Point) and Municipal-specific programs.
- Excellent record keeping skills.
- Excellent oral and written communication skills.
- Ability to maintain confidentiality where mandated or required.
- Establish and maintain respectful and effective working relationships with others.
- Ability to maintain attention to detail.
- Good understanding of Municipal By-Laws, the Provincial Offences Act and other related legislation.
- Valid Class “G” Drivers License.

Position Title

Primary Function
Under the supervision of the Chief Building Official/Enforcement Officer, this position performs the administrative licensing duties for the Municipalities Short-Term Rental licensing program. This position also aids, investigates and enforces the provisions of all Bylaws of the Municipality as well as other applicable law.
Responsibilities
Short-Term Rental Licensing Program
- Acts as the primary point of contact for property owners on the Short-Term Rental Accommodation Licensing Program.
- Receives and reviews all Short-Term Rental applications in conjunction with the Short-Term Rental Accommodation By-law.
- Provides a high level of customer service, advice, and interpretation as it relates to the Short-Term Rental Accommodation Licensing Program. Responds to inquiries and requests, in person, via telephone or email when necessary and provides public education.
- Efficiently and accurately takes ownership of queries and complaints from members of the public by initiating action or resolving the problem resourcefully and keeping clients informed.
- Ensures all files are maintained with accurate information and provides appropriate follow-up on files as required.
- In conjunction with the software solution, monitors sites and agencies to determine which properties are part of the Short-Term Rental Licensing Program and which are not operating within compliance. Also coordinates next steps for licensing.
- Reviews application information and schedules required site visits with the appropriate department (building, planning, fire, by-law).
- Provides reporting and analysis of activities, issues licenses, tracks demerit points, and assists with coordination of Appeals at the County level.
- Assists with the suspension and revocation of licenses as set out in the bylaw with direction by the Director of the Short-Term Rental licensing program.
- In conjunction with Municipal Law Enforcement staff, receives and documents complaints and prepares reports as directed.
- Deals with matters of a confidential nature i.e., complaints, infractions, licenses, etc.
- Prepare a monthly report on the short-term rental licensing program for Council.
- Performs other related duties as may be assigned by the Chief Building Official/Enforcement Officer.
Other Bylaw Enforcement Duties
- Addresses complaints and assists the Chief Building Official/Enforcement Officer with enforcement of the STR Bylaw
- Assists with other municipal bylaws such as parking, clean and clear, noise, dog control, etc.
- Assists with enforcement of Municipal by-laws and applicable Provincial statutes and regulations through the Provincial Offences Act or other relevant legislation.
- Investigates complaints from ratepayers regarding by-law infractions and follows up with appropriate action.
- Issues fines under applicable legislation as required, attends court regarding Municipal by-law infractions.
- May perform other duties as assigned.
Skills
- Proficiency in computer applications (including but not limited to Word, Excel, Outlook, and Municipal-specific accounting programs (preference Dynamics GP: Diamond).
- Excellent record keeping skills.

- The role must facilitate discussions, and diffuse confrontational situations frequently and/or mediate or deescalate the situation.
- Potential for exposure to all weather conditions.
- May be required to traverse extreme terrains by foot, lift, crawl, climb etc. from time to time.
- Required to complete reports and investigations within the legislated time frames.
- Frequently required to deal with disgruntled homeowners, tradespeople, contractors etc.
- Required to keep accurate and detailed notes.
- May be required to utilize alternate methods of travel, i.e.: All Terrain Vehicles, Motorized Snow Vehicles, boats, etc.
- Subject to frequent interruptions from the public and staff.
- Required to interact closely with other department staff members.
- Frequent usage of computers & technology.
- Focused sensory attention required for inspections.
- Normal working hours are 30 hours per week. Occasional overtime hours may be required.
