Notice of Public Meeting – 9184384 Canada Inc. (Granite Shores)

Please be advised that the Municipality of Highlands East has received complete applications to amend the Municipality’s Official Plan and Comprehensive Zoning By-law.

The site-specific amendments apply to vacant lands located in Part of Lots 27, 28, 29 & 30, Concession 12 and Part of Lots 27, 28 and 31 and Lots 29 & 30, Concession 13 and part of Lots 26, 27 & 28 and Lots 28, 29, 30, 31 & 32, Concession 14 in the Geographic Township of Cardiff, north of Highway 118 and east of Centre Lake as illustrated on the Key Map shown below:

Purpose and Effect

Requested Amendment to Highlands East Official Plan

The applicant’s requested amendment to the Official Plan would create a site-specific special policy area to permit a vacant lot plan of condominium with thirty-three recreational residential lots within the Municipality’s Shoreline Official Plan designation without direct frontage on or ownership of the shoreline of Centre Lake.

Requested Amendment to the Comprehensive Zoning By-law

The proposed amendment would rezone the lands comprising the proposed vacant lot plan of condominium from the Rural (RU) and Shoreline (S) Zone to several new zone categories that would authorize thirty-three seasonal residential lots serviced by private condominium road, a highway commercial block fronting on Highway 118, three open space common element blocks, one open space common element block with proposed public hiking trails as well as lands recommended for environmental protection.

And Take Notice that the Municipality of Highlands East will be holding a Public Meeting as required under the Planning Act. The Public Meeting is an opportunity for Council to hear and consider comments related to the proposed amendments. Any member of the public may speak in favour, or opposition to, the proposed amendments during the Public Meeting.

Members of the public who wish to watch the meeting can do so by joining the live-stream link, available on the Municipality’s website (highlandseast.ca) on the day of the meeting.

Members of the public who wish to provide comments at the public meeting must register before 4:00 pm on October 6, 2025, by e-mailing planning@highlandseast.ca.

Members of the public who wish to provide written comments to be considered by Council at the public meeting should submit their comments to planning@highlandseast.ca before 4:00 p.m. on October 6, 2025.

Additional Information and Materials

Additional information and materials regarding the proposed amendments including an Environmental Impact Study, Hydrogeological Study, Planning Justification Report, Stormwater Management Report, Archeological Assessment, Terrain Analysis and Traffic Brief are available to the public for inspection at the Municipal Office located at 2249 Loop Road in Wilberforce by appointment or by emailing us at planning@highlandseast.ca.

Attendance and Appeals

Any person may attend the public meeting and/or make written or verbal representation either in support of or in opposition to the proposed Official Plan Amendment.

If a specified person or public body would otherwise have an ability to appeal the decision of the Council for the Municipality of Highlands East to the Ontario Land Tribunal but the specified person or public body does not make oral submissions at a public meeting or make written submissions to the Municipality of Highlands East before the proposed official plan amendment is adopted or zoning by-law amendment is passed, the specified person or public body is not entitled to appeal the decision.

If a specified person or public body does not make oral submissions at a public meeting or make written submissions to the Municipality of Highlands East before the proposed official plan amendment is adopted or zoning by-law amendment is passed, the specified person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

Decision Notifications

If you wish to be notified of the decision of the Municipality of Highlands East in respect to the proposed official plan amendment and/or zoning by-law amendment, you must submit a written request to the Municipality of Highlands East. Submit Written Comments

We strongly recommend that individuals who wish to provide comments submit written comments, even if they intend to attend and speak about the application. Written comments are all included in the public record and are provided to Council and any additional or future approval authorities (the County of Haliburton and/or the Ontario Land Tribunal, if necessary).

Concurrent Applications

The subject property is currently subject to a vacant lot condominium/subdivision application at the County of Haliburton (file no. 46-T-22001).

About the Public Meeting

The Municipality of Highlands East conducts all public planning meetings virtually as part of a ‘hybrid’ approach to Council meeting procedures. There are three reasons why the Municipality uses this approach:

  1. Many interested parties or applicants for planning applications are seasonal residents who may not be able to attend in person. The virtual format allows participants to see and hear the meeting proceedings and contribute from wherever they may be located.
  2. The Lloyd Watson Community Centre does not have an audio-visual set up conducive to larger scale Council meetings.
  3. Public planning meetings are held on Tuesdays during the day in accordance with our Council meeting schedule. Holding meetings via Zoom is one way to ensure that individuals who wish to participate can do so with minimal interruptions to their workdays, if their work permits them to access a computer.
