Municipal Offices
Our main municipal office is located at 2249 Loop Road, Wilberforce. Gooderham is home to our Building Department office at 1032 Gooderham Street.
Arena
The Keith Tallman Memorial Arena in Wilberforce offers skating and hockey and is available to rent for private parties. Wilberforce also boasts a Curling Club.
Community Centres
Our four community centres are also available to rent for a variety of occasions and offer free Wi-Fi.
Fire Halls
Highlands East has five fire halls throughout the municipality:

- Station 2, Highland Grove (1014 Meteorite Road)
- Station 3, Gooderham (1043 Community Centre Road)
- Station 4, Wilberforce (2259 Loop Road)
- Station 6, Paudash (26538 Highway 28 and Lagoon Road)
Schools
Highlands East is home to two schools: Wilberforce Elementary School and Cardiff Elementary School.

There are four libraries throughout the municipality that all offer free Wi-Fi.

Affordable Housing
Maple View is a non-profit housing complex in Wilberforce that has 24 apartments and 10 town houses, with rent-geared-to-income units and market rent units. Places for People operates a property in Cardiff.
Landfills and Recycling
Landfill and waste disposal sites are for the use of full time and seasonal residents. Visitors can obtain access with a cottage kit.
Visitor Information
The Visitor Information Centre is open from the May Victoria Day weekend to Thanksgiving weekend.
EV Charging Station
An Ivy Park & Charge electric vehicle charging station from the Ivy Charging Network is located at the Keith Tallman Memorial Arena, 2256 Loop Road in Wilberforce.
It is one of five level 2 charging stations across Haliburton County.
