Definition of a Lottery Event

A lottery event contains three (3) components: Consideration or Fee, Chance and Prize.

Applicant Responsibilities

It is the responsibility of each applicant whose signature appears on the Licence Application and/or anyone who is taking responsibility for the conduct of the lottery event to read and fully understand the Alcohol and Gaming Commission of Ontario's (AGCO) Terms and Conditions relating to the type of lottery scheme being conducted. Terms and Conditions are available at the Municipality of Highlands East or on the AGCO website.

The first step in obtaining a lottery licence is to determine if you are eligible. The eligibility of your organization will be determined by the licensing office you are applying to.

Charitable registration with Revenue Canada or incorporation as a non-profit organization does not guarantee eligibility for licences.

Eligibility

Your organization may be eligible if it:

• Has a purpose to provide charitable services to Ontario residents to:
  • Relieve poverty
  • Advance education
  • Advance religion
  • Benefit the community
• Has carried out activities consistent with its charitable purpose for at least 1 year
• Is located in Ontario
• Is non-profit

All proceeds raised from lottery licences must be used for a charitable purposes.

Eligible examples:

• Hospitals
• Service Clubs
• Youth activities or sports
• Arts or culture

Ineligible examples:

Organizations that only promote the private interests of their members do not qualify for gaming events licences. This may include (but is not limited to):

• Adult recreation or sports
• Individual sports teams
• Unions or employee groups
• Social clubs
• Professional associations
• Political, government, lobbying or advocacy groups

Confirming your eligibility

Before applying for a lottery licence, fill out our online Lottery Licence Eligibility Questionnaire or pick up a paper copy from the Municipal Office in Wilberforce and submit it to us to determine your organization's eligibility.

The Municipality of Highlands East requires a minimum of seven (7) days processing time and ten (10) days for a first time licensee.

Lottery Application Forms

Once you have determined that your organization is eligible and received approval from the Municipality of Highlands East, you can proceed with applying for your lottery licence.

Lottery applications for all types of lotteries administered by the municipality can be obtained at the Wilberforce Municipal Office. The most common application is for the Application to Manage and Conduct a Raffle Lottery. Other application forms can also be downloaded from the AGCO website.
