Application to purchase Original Shoreline Marine Allowance

By-law No. 2013-04 was passed by Council at the February 12, 2013 council meeting. This by-law adopted the policy for the shoreline road allowance closure and established fees for the purchase of the shoreline road allowance.

Please note that upon filing an application an inspection will be completed by the Municipal Bylaw Enforcement Officer.

2016 Municipal Energy Usage Report

The Municipality of Highlands East has collated the 2016 electricity, heating oil and propane consumption data for all the required buildings and facilities and listed the energy usage on a building by building, fuel type by fuel type, basis as required by the Green Energy Act. Get your Questions Answered at the Highlands East Visitor Information Centre mid-May through Thanksgiving

The Highland East Vistor Information Centre is located at 2786 Essonville Line in Wilberforce (at the Curling Club) and is open daily, mid-May through Thanksgiving from 10:00AM through 4:00PM (closed Tuesdays) and offers mineral permission to collect forms and directions, geocaching information and GPS rentals, trails, events and other general area information.

Lottery License Information

Definition of a Lottery Event:
A lottery event contains three (3) components: Consideration or Fee, Chance and Prize 


It is the responsibility of each applicant whose signature appears on the License Application and/or anyone who is taking responsibility for the conduct of the lottery event to read and fully understand the Alcohol and Gaming Commission of Ontario's (AGCO) Terms and Conditions relating to the type of lottery scheme being conducted. Hosting Accessible Events Booklet

The Accessibility Directorate of Ontario has published a helpful guide for people who plan events such as festivals, community meals, meetings and any other type of public gathering. It includes information on cheap or free ways that can help reduce barriers for people with disabilities and make events more inclusive and successful.

Columbarium Niches Available for Purchase at South Wilberforce Cemetery

The Municipality of Highlands East is offering niches for sale in the Columbarium located at the South Wilberforce Cemetery. For other types of plots and cemetery information please visit Facilities/Cemeteries for more information.

The Columbarium looks over Wilbermere Lake and is located in the old section of the cemetery.  One niche will hold a maximum of two cremated remains (niche size is 12” x 12”).  The purchase price of $1,367.30 for one Niche includes one engraved niche plaque (final engraving at additional cost).

Understanding Accessibility

What is accessibility? It simply means giving people of all abilities opportunities to participate fully in everyday life. 

The Accessibility for Ontarians with Disabilities Act, 2005 (AODA) is a Provincial Act with the purpose of developing, implementing and enforcing accessibility standards in order to achieve accessibility for persons with disabilities with respect to goods, services, facilities, accommodation, employment, buildings, structures and premises by the year 2025.

Its goal is to make Ontario accessible for people with disabilities by 2025.
