2018 Municipal Election: Information for Voters

The 2018 Municipal Election on October 22nd is fast approaching and new information has been posted to our Elections Hub, specifically for Voters. The Information for Voters section has all the information an Elector could need, including: 

  • The Voters List which is available to view and be edited if needed at the Election Office at the Wilberforce Municipal Office. Make sure you are on the list and that your information is correct!
  • Key Dates & Resources where you can learn that Voters' Kits are being Mailed the week of September 24th and October 11th is the last day to mail your ballot, after that you need to drop it off at the Election Office at the Wilberforce Municipal Office.

Clerk's notice of posting of preliminary list of electors
The Municipal Election Act, 1996 as amended, Section 23.

Notice is hereby given that the Clerk for the Municipality of Highlands East has complied with Section 23 of the Municipal Elections Act 1996 as amended. There shall be available in the municipal office on the 4th day of September, 2018, the list of persons eligible to vote in the municipality at the municipal elections and the list remains there for inspection.

I hereby call upon all such electors to check the list and to take immediate proceedings to have any errors or omissions corrected according to law.

The last day for filing applications to add or remove your own name is Monday, October 22nd, 2018 at 8:00PM

Revisions of the list will be taken at the Municipal Office, 2249 Loop Road, Wilberforce, ON, K0L 3C0. Revisions of the list will be undertaken as follows:

Own Name:
September 4th to October 19th during normal office hours and on Election Day, October 22nd, 2018 from 9:00AM to 8:00PM.

Removal of Another Person’s Names:
September 4th to October 19th during normal office hours and on Election Day, October 22nd, 2018 from 9:00AM to 8:00PM.

Qualifications of Electors

A person is entitled to be an elector at an election held in a local municipality if on voting day, he or she,

  • resides in the local municipality, or is the owner or tenant of land there, or the spouse of such owner or tenant; and
  • is a Canadian Citizen
  • is at least 18 years old; and
  • is not prohibited from voting under Section 17 Subsection 3 or otherwise by law.

2018 Municipal Election Notice and Information

Municipal Elections are held every four (4) years on the fourth Monday in October. The next election will take place on October 22, 2018.

The term of all offices to which the Municipal Elections Act applies is four years, beginning on December 1 in the year of a regular election.

The Council for the Corporation of the Municipality of Highlands East consists of five members; Mayor, Councillor for Ward 1 (former Bicroft Township) and Councillor for Ward 2 (former Cardiff Township), Councillor for Ward 3 (former Glamorgan Township) and Councillor for Ward 4 (former Monmouth Township).

Voting Method

The Municipality of Highlands East has used a mail-in-ballot since the 2000 Municipal and School Board Election. Council determines the method of voting and may consider other voting methods for future elections.

Council has adopted By-laws Number 2017-12 for alternative voting method – Voting By Mail, for the 2018 Municipal and School Board Election. Ranked ballots will not be implemented in 2018.

Municipal Elections Act

Bill 181 was introduced to make changes to the Municipal Elections Act. Some changes do not come into effect until April 1, 2018, in time for the next municipal election. The changes reflect recommendations from the public, municipal councils and municipal staff. Some of the changes are as follows:

Filing of Nominations: May 1st, 2018 (formerly the first business day in January)

Nomination Day: July 27th, 2018 (formerly the 2nd Friday in September)

Nomination and Eligibility: Anyone wishing to run for office on Council in the 2018 Election must submit must file a Nomination Paper with the Clerk of the Municipality commencing May 1st, 2018 and the deadline to submit nomination papers is on on Nomination Day by 2:00PM, Friday, July 27th, 2018. A filing fee in cash, certified cheque or money order is required with the submission of your Nomination Paper. Nomination papers are to be accompanied by 25 endorsement signatures from eligible electors.

The requirement to submit 25 signatures does not apply to candidates running for school board trustee positions.

If you are interested in running as a candidate in the Municipal Election, it is recommended you review the Ministry of Municipal Affairs’ 2016-2018 Candidates Guide which is scheduled to be completed and posted on the Ministry’s website by April 1, 2018.

  • Councillor Ward 1 (former Bicroft Township - one elected by Ward 1 electors)
  • Councillor Ward 2 (former Cardiff Township - one elected by Ward 2 electors)

The Municipal Election Act, Section 2, 17, 19, 20 states:

Qualifications of Electors

A person is entitled to be an elector at an election held in a local municipality (unless prohibited by the MEA or any other Act) if, on Voting Day (Monday, October 27, 2014), he or she:

▪     is a Canadian citizen,
▪     is at least eighteen [18] years old, and
▪     resides in the local municipality, or is the owner or tenant of land in the local municipality, or the spouse of such a person; and
▪     is not prohibited from voting as noted below or otherwise, by law.

Persons Prohibited From Voting

1.     A person who is serving a sentence of imprisonment in a penal or correctional institution.
2.     A corporation.
3.     A person acting as executor or trustee or in any other representative capacity, except as a voting proxy in accordance with Section 44, MEA.
4.     A person who was convicted of the corrupt practice described in Subsection 90(3) of the MEA, if Voting Day in the current election is less than four [4] years after Voting Day in the election in respect of which he or she was convicted.
