What is a short-term rental?

“Short-term Rental” or “Short-term Accommodation” typically describes residential dwellings which are rented over a short period of time (e.g. less than 30 days) for monetary gain. It is recognized that the use of a dwelling for a short-term rental (STR) can take many forms ranging from a resident of the property who, from time to time, rent out the dwelling while on holiday themselves, to owners of property who continually rent the property out as an investment income.

While traditional ‘Bed and Breakfast’ establishments are recognized through the Comprehensive Zoning Bylaw 2005-29, these establishments are characterized by the caretaker being on-site, and limited to 3 guest rooms.

Short-term rental (STR) accommodations have become prevalent in many Ontario municipalities, including Highlands East. Highlands East recognizes that short-term rentals provide valuable contributions to our economy.

Public Engagement

Council is engaging with the public to obtain input and provide information regarding short-term rental accommodations in order to determine if some form of regulation should be considered.
