Application to purchase Original Shoreline Marine Allowance

By-law No. 2013-04 was passed by Council at the February 12, 2013 council meeting. This by-law adopted the policy for the shoreline road allowance closure and established fees for the purchase of the shoreline road allowance.

Please note that upon filing an application an inspection will be completed by the Municipal Bylaw Enforcement Officer.

Skating in Highlands East

Regular Free Public Skating takes place on Sundays from 12:30PM until 2:00PM and Adults & Seniors Free Skating takes place on Tuesdays from 2:00PM to 3:00PM.

The 2018-2019 Ice Season runs from on October 9th to March 31st.

Cardiff Rink Closed due to ice conditions as of March 15, 2019.

Many times are available to be booked. Whether running a league or wishing to rent the ice surface for hockey, skating programs, or a special event, we'll be happy to book you in!

Important Winter Septic Inspection Information

Winter weather affects on-site sewage installation and inspection. 

The Municipality of Highlands East does not conduct septic inspections during the winter months. If the ground is frozen, or there is snow on the ground, the conditions are not conducive to conduct a proper inspection. When the temperatures begin to drop, call the Building Department to ensure you can obtain an inspection.

The function and design of on-site sewage systems are highly dependent on construction practices and the proper classification of the native soil on which the system is built. For these reasons, The Municipality of Highlands East does not conduct test pit inspections to issue sewage permits, or installation inspections during the winter months.

In urgent circumstances, such as a failing system exceptions can be made. Call the Building Department at 705-447-0051.

Comprehensive Zoning By-Law & Official Plan

Official Plan

The Municipality of Highlands East completed a Comprehensive Review of its Official Plan in 2011 and 2012, which culminated in the approval of Official Plan Amendment 1 (OPA 1) by the County of Haliburton on April 24, 2013. This update was the first amendment to the Official Plan, which was originally approved by the Ministry of Municipal Affairs and Housing in 2004. The comprehensive amendment introduced new land use schedules, added new policies to guide mineral aggregate operations, updated local growth management and rural development policies, added shoreline design guidelines, and added new implementation policies for site plan control and development permits. The attached Official Plan is a consolidated version which includes amendments made by OPA 1.

Availability

The Official Plan is available for download below and for review at the municipal office in Wilberforce during regular office hours. Official Plan Schedules (maps) may be viewed below or at the Municipal Office.

The Zoning By-law (2005.29) is also available for download. This is a comprehensive version updated and passed in 2018 including all applicable amendments made in the intervening time. All documents are available for review at the municipal office in Wilberforce during regular office hours.

Need a ride? Let Bancroft Community Transit help!

Bancroft Community Transit (BCT) is making weekly trips to, from and around Wilberforce to help community residents and local businesses. Anyone can call to book a seat and they will be making mulitple pickup stops throughout Highlands East as needed.

Beginning November 2, 2018 BCT will be making the following trips:

  • $16 round trip to Bancroft 1st & 3rd Friday each month (with option for local trips if needed)
  • $5 unlimited stop Local Trips 2nd & 4th Friday each month (get a ride to Foodland, the Diner, Pharmacy, Agnews and/or Legion Lunch, etc.)

Notice regarding remaining 2018 Council Meetings

The current council's remaining Regular Meetings will be held in November on the 7th and 21st at the Library at 9AM.

The new council's Inaugural Meeting will be held on December 6th at the Lloyd Watson Centre at 11AM with a Regular Meeting of Council to follow at the same location at 1 PM.

Notice of Public Committee of Adjustment Meeting for Minor Variance on November 9, 2018

The Committee of Adjustment of the Municipality of Highlands East will hold a Public Hearing on November 9, 2018 at 10:00AM in the Municipal Complex at 2249 Loop Road, Wilberforce, Ontario. The purpose of the public hearing will be to consider a proposed Minor Variance (Application No. MV-05-2018) to the Municipality of Highlands East Zoning By-law pursuant to Section 45 of the Planning Act.

Outdoor Rink Volunteers Needed

The Municipality of Highlands East needs your help!  We are looking for volunteers who are willing and able bodied to help maintain the outdoor rinks in Gooderham and Cardiff.  Without the help of volunteers the rinks will not be able to operate this winter.
