Building Permit Requirements & Application Form

The following items shall accompany an application for a building permit.

Site Plan

  • Site Plan showing location of building and septic system on lot, and also showing distances to the property lines, Front Yard Setback, Side Yard (both sides) and Rear Yard.
  • Location to other buildings on the lot.
  • Location to Hydro Lines or any other hazards on the lot.
  • Entrance to the Lot.
  • When difference in Municipal records, Ownership of property is required.

Building Plans

  • Two sets of Scaled drawings
  • Foundation Plan: example showing footing sizes, pier footings, locations, laminated beam sizes and floor joist size and spacing etc.
  • Floor Plan: example showing room sizes, locations, exterior, interior wall thickness, door sizes, window sizes, chimneys and ventilation system etc.
  • Cross Section: example showing foundation depth, foundation type (block or solid concrete etc.), foundation damproofing, foundation drainage, foundation slab, footing sizes, sill gasket, anchor bolts (spacing), joist size, subfloor size stud sizes and spacing, insulation, vapour barrier, interior, exterior finishes, roof type, sheeting, shingles and venting etc.
  • Copy of TRUSS DRAWINGS from manufacturer.

Other Requirements

  • HALIBURTON, KAWARTHA, PINE RIDGE DISTRICT HEALTH UNIT copy of the Site Inspection Report for a Sewage System, when required.
  • Entrance Permit from the Municipality of Highlands East Roads Department, County of Haliburton or the Ministry of Transportation when required.
  • Any Permit required by any other authority.
  • Payment of Fees

Please note that any application which is not signed by the owner, and is signed by another authorized person, it shall be accompanied by a letter of authorization signed by the owner.

Any difference found in the Front, Side, or Rear setbacks by the Chief Building Official may result in an Application for a Building Permit being refused or revoked, until the Plot Plan is corrected.

Christmas Office Hours

Municipal Offices in Cardiff, Wilberforce, and the Building Department in Gooderham will be closed over the Christmas Holidays from December 24th 2009 to January 3rd 2010 and will reopen on Monday, January 4th 2010 at 9:00 a.m.

Comprehensive Zoning By-Law & Official Plan

Background

On December 7, 2004 the new Official Plan for the Municipality of Highlands East was approved by the Ministry of Municipal Affairs and Housing. With the new Official Plan in force and effect, Council for the Municipality of Highlands East adopted a new Comprehensive Zoning By-law to implement the Official Plan on June 14, 2005.

The Zoning By-law was prepared concurrently with the Official Plan and has been available for public review beginning in the summer of 2003. The new Zoning By-law replaces the four existing zoning by-laws which were previously in effect for the former municipalities of Cardiff, Bicroft, Monmouth and Glamorgan.

Availability

The Official Plan is available for download below and for review at the municipal office in Wilberforce during regular office hours. Official Plan Schedules (maps) may be viewed below or at the Municipal Office.

The Zoning By-law (2005.29) is also available for download. This is a consolidated and amended version of the original Zoning By-Law (it includes amendments made in Zoning By-Law 2008.46) detailing the Housekeeping Amendment (reports available for download below) and is available for review at the municipal office in Wilberforce during regular office hours.
