Notice regarding Sewage Disposal System Maintenance Inspection Program

Council of the Municipality of Highlands East is committed to the preservation of the environment and natural resources of the area and is therefore considering the implementation of a sewage system maintenance inspection program commencing in the spring of 2017.  The objective of a program of this nature is to aid in keeping our lakes, rivers, streams and groundwater pollution free. Sewage disposal systems that are improperly maintained, outdated or malfunctioning may have a negative impact on the groundwater, the surrounding water bodies and the environment.

Most properties within the Municipality function with private on-site systems which are regulated through the Ontario Building Code (OBC) which is enforced by the Municipality.  It is through Part 8 of the OBC that the Municipality may initiate an inspection program.  This type of program is normally conducted on a 5 year cycle with all properties within the Municipality with systems older than 5 years being reviewed area-by-area on an annual basis until complete.
To date, Council has not determined the type of program that may be conducted; however the program would likely include a visual inspection of the property with respect to:

  • Type and number of buildings on the property
  • Type of system being used ie: privy, grey water or leaching bed
  • Evidence of sewage effluent ponding, odour or unusually green or thick grass growing on or around the tile bed
  • Surface water or ground water flows toward the sewage system
  • Tree or vegetation growth on the tile bed
  • Location of the septic system

A letter would be sent to the property owner following the inspection indicating the results. If any deficiencies have been found these would be noted in the letter. Further inspections may be required which may include opening and pumping of tanks or excavating the tile bed for inspection.

Tips for keeping your sewage disposal system happy

  • Avoid planting vegetation that has a deep root system on the leaching bed
  • Ensure that trees are at least 3m (10 feet) away from the runs in the tile bed
  • Pump the septic tank every 3 to 5 years depending on how often the system is used
  • Do not use a sink garburator
  • Do not connect water softener backwash to the septic system
  • Ensure that materials such as Kleenex, sanitary products, grease, oil, solvents, paints, food waste or excessive laundry soaps do not enter the system
  • Do not park vehicles, trailers, or other equipment or drive on the tile bed.
  • Do not use anti-bacterial products

Building Permit Requirements & Application Form

The following items shall accompany an application for a building permit.

Site Plan

  • Site Plan showing location of building and septic system on lot, and also showing distances to the property lines, Front Yard Setback, Side Yard (both sides) and Rear Yard.
  • Location to other buildings on the lot.
  • Location to Hydro Lines or any other hazards on the lot.
  • Entrance to the Lot.
  • When difference in Municipal records, Ownership of property is required.

Building Plans

  • Two sets of Scaled drawings
  • Foundation Plan: example showing footing sizes, pier footings, locations, laminated beam sizes and floor joist size and spacing etc.
  • Floor Plan: example showing room sizes, locations, exterior, interior wall thickness, door sizes, window sizes, chimneys and ventilation system etc.
  • Cross Section: example showing foundation depth, foundation type (block or solid concrete etc.), foundation damproofing, foundation drainage, foundation slab, footing sizes, sill gasket, anchor bolts (spacing), joist size, subfloor size stud sizes and spacing, insulation, vapour barrier, interior, exterior finishes, roof type, sheeting, shingles and venting etc.
  • Copy of TRUSS DRAWINGS from manufacturer.

Other Requirements

  • Municipality of Highlands East copy of the Site Inspection Report for a Sewage System, when required.
  • Entrance Permit from the Municipality of Highlands East Roads Department, County of Haliburton or the Ministry of Transportation when required.
  • Any Permit required by any other authority.
  • Payment of Fees

Please note that any application which is not signed by the owner, and is signed by another authorized person, it shall be accompanied by a letter of authorization signed by the owner.

Any difference found in the Front, Side, or Rear setbacks by the Chief Building Official may result in an Application for a Building Permit being refused or revoked, until the Plot Plan is corrected.

Comprehensive Zoning By-Law & Official Plan

Official Plan

The Municipality of Highlands East completed a Comprehensive Review of its Official Plan in 2011 and 2012, which culminated in the approval of Official Plan Amendment 1 (OPA 1) by the County of Haliburton on April 24, 2013. This update was the first amendment to the Official Plan, which was originally approved by the Ministry of Municipal Affairs and Housing in 2004. The comprehensive amendment introduced new land use schedules, added new policies to guide mineral aggregate operations, updated local growth management and rural development policies, added shoreline design guidelines, and added new implementation policies for site plan control and development permits. The attached Official Plan is a consolidated version which includes amendments made by OPA 1.

Availability

The Official Plan is available for download below and for review at the municipal office in Wilberforce during regular office hours. Official Plan Schedules (maps) may be viewed below or at the Municipal Office.

The Zoning By-law (2005.29) is also available for download. This is a consolidated and amended version of the original Zoning By-Law (it includes amendments made in Zoning By-Law 2008.46) detailing the Housekeeping Amendment (reports available for download below) and is available for review at the municipal office in Wilberforce during regular office hours.

Housekeeping Amendment Reports

Septic System Inspection Information & Application Forms

Prior to June 30th, 2014, the Haliburton Kawartha Pine Ridge Health Unit was contracted by the municipality to enforce Part 8 (On-Site Sewage Systems) of the Ontario Building Code. Starting July 1st, 2014 the Municipality of Highlands East will now be administering Part 8 in-house. Municipal building inspector staff have received current training and certification in preparation for this transfer.

Committee of Adjustment: An Introduction

A Committee of Adjustment is a quasi-judicial body established by Council as permitted by Section 44(1) of the Planning Act.

The Municipality of Highlands East Committee of Adjustment is comprised of three appointed members who meet on an “as needed” basis to hear applications for minor variance and alterations to legal non-conforming structures and uses.

Notice of a Public Meeting is given in accordance with the Planning Act and 10 days prior to a meeting for a minor variance.

A site visit is conducted on the applicant’s property by the members of the Committee of Adjustment prior to the meeting.

Each public meeting takes on average 15-30 minutes depending upon the complexity of the application and any agency or public comments that are raised with respect to the file.

Meeting will be held at 2249 Loop Road, Wilberforce, Ontario
