Notice of Public Meeting regarding Official Plan Amendment to Implement Source Protection Plan for Crowe Valley Watershed

The Council for The Corporation of the Municipality of Highlands East will be holding a public meeting under Section 17 of the Planning Act, R.S.O. 1990, C.P. 13 as amended, to inform the public of the Municipality’s intent to implement provisions of the approved Trent Source Protection Plan, which covers the Crowe Valley Conservation source protection area.

A public meeting is being held in accordance with the requirements of the Planning Act to provide members of the community with an opportunity to learn more about the proposed amendment and to provide comments to Council.

11AM on Monday, December 12, 2016 at 1101 Holmes Road; The new County Library in Wilberforce, Ontario

The purpose of this meeting is to ensure that sufficient information is made available to enable the public to generally understand the Source Protection Plan and the draft Amendment. Any person who attends the meeting shall be afforded an opportunity to provide comments to Council. If you cannot attend this meeting, written submissions will be accepted by Council provided they are dated and signed. 

If you wish to be notified of the decision of the Council for the Corporation of the Municipality of Highlands East with respect to the proposed amendment you must submit a written request (with forwarding addresses) to the Clerk of the Municipality of Highlands East.

Details

The proposed Official Plan Amendment implements the Trent Source Protection Plan (which covers the Crowe Valley Conservation protection area) by establishing new land use policies in the Highlands East Official Plan to ensure that all municipal drinking water sources within the Municipality are recognized in accordance with the Source Protection Plan.

The proposed amendment will apply to two wellhead protection areas, which are located in Cardiff Village and Dyno Estates. The amendment will establish land use restrictions and development policies in accordance with the Trent Source Protection Plan. The lands subject to the amendment are identified on key maps available for download below.

 

The draft Official Plan Amendment (OPA 2) will not be adopted by Council at this public meeting. Subsequent to receiving and considering any comments from members of the public, Council for the Municipality of Highlands East will adopt the Official Plan Amendment, and it will be forwarded to the County of Haliburton as the County is the approval authority for Official Plans.

Background

The Trent Source Protection Plan was approved by the Ministry on October 23, 2014. The Source Protection Plan (SPP) was prepared by the Trent Conservation Coalition and comprised the source protection areas of Crowe Valley, Kawartha-Haliburton, Lower Trent and Otonabee-Peterborough.

Source Protection Plans are authorized by the Clean Water Act, and their purpose is to protect existing and future drinking water sources and to eliminate threats to drinking water.

One of the implementation requirements of the approved Source Protection Plan is for municipalities to update their Official Plans and Zoning By-laws to identify and protect vulnerable areas such as municipal wellheads. The purpose of the draft Official Plan Amendment (OPA 2), which is available for download and review below, is to fulfil this implmentation requirement.

Comprehensive Zoning By-Law & Official Plan

Official Plan

The Municipality of Highlands East completed a Comprehensive Review of its Official Plan in 2011 and 2012, which culminated in the approval of Official Plan Amendment 1 (OPA 1) by the County of Haliburton on April 24, 2013. This update was the first amendment to the Official Plan, which was originally approved by the Ministry of Municipal Affairs and Housing in 2004. The comprehensive amendment introduced new land use schedules, added new policies to guide mineral aggregate operations, updated local growth management and rural development policies, added shoreline design guidelines, and added new implementation policies for site plan control and development permits. The attached Official Plan is a consolidated version which includes amendments made by OPA 1.

Availability

The Official Plan is available for download below and for review at the municipal office in Wilberforce during regular office hours. Official Plan Schedules (maps) may be viewed below or at the Municipal Office.

The Zoning By-law (2005.29) is also available for download. This is a consolidated and amended version of the original Zoning By-Law (it includes amendments made in Zoning By-Law 2008.46) detailing the Housekeeping Amendment (reports available for download below) and is available for review at the municipal office in Wilberforce during regular office hours.
